Parent carer forums

Family Voice Norfolk is the parent carer forum for Norfolk, funded by the Department for Education and Norfolk County Council. We aim to work in co-production with the education, social care and health services in Norfolk to improve services for children and young people with special education needs and/or disabilities (SEND).

Members living near the borders of Norfolk may also receive services from other areas, which also have parent carer forums. All have their own constitutions and ways of working, which may differ from ours.

Family Voice Norfolk, together with over 150 other parent carer forums across the country, are members of the National Network of Parent Carer Forums. This means that our local interests are represented at regional (Eastern region) and national level.

Parent carer forums’ national funding is currently administered by Contact (formerly Contact a Family). This charity supports families with children with disabilities, offering guidance and information, bringing families together to support each other, and helping families to campaign, volunteer and fundraise to improve life for themselves and others.

Local Offer

The Local Offer is a local authority’s publication of all the provision it expects to be available across education, health and social care for children and young people in its area who have special educational needs (SEN) or are disabled, including those who do not have Education, Health and Care (EHC) plans. It is a kind of one-stop-shop for information about SEND and local services.

Norfolk Register of Disabled Children and Young People

Norfolk County Council keeps a register of disabled children and young people living in Norfolk, so that

  • better decisions can be made when planning and developing services for all families and children
  • families of children and young people can be sent useful information.

Although NCC is obliged by law to keep a register, whether you decide to register a child or young person is up to you (or the young person if they are 16 or 17).

Information and advice for children, young people and parent carers about special educational needs and disabilities (SEND)

Norfolk SEND Partnership Information, Advice and Support Service (SENDIASS)

  • gives confidential telephone support and information about SEND
  • provides written information booklets
  • provides a termly newsletter
  • puts young people and parents/carers in touch with other voluntary groups and people who may be able to help them
  • offers the support of a volunteer Independent Partnership Supporter (IPS) whenever possible
  • helps with meetings and paperwork
  • offers the help and support of an Independent Supporter to apply for an Education, Health and Care Plan (EHCP)
  • works to ensure young people and parents’ views are represented and influence SEND policy and practice
  • provides advice through support groups and training events.
